When I delete a news item, its headline remains. Why?

When you have no news items and build news, headlines.txt will not be rebuilt. This results in a headline still being displayed in headlines.txt if you delete your last news item. This behaviour generally doesn't cause any problems other than in testing -- presumably, sites will not regularly have 0 news items -- but it is confusing, and will be fixed in the next major version.
